Poland prepares to launch Deposit Return System
From October 1, 2025, Poland will introduce a national deposit-refund system (DRS). The Ministry of Climate and Environment is currently preparing amendments to the July 2023 Act to clarify procedures for issuing, revoking, and amending authorisations for DRS operators. The draft also reflects industry input, including proposals to link deposits with packaging across the supply chain, exclude dairy packaging, and introduce harmonised labelling.
The system will apply to PET bottles up to 3 L, metal cans up to 1 L, and reusable glass bottles up to 1.5 L. Deposits are set at 50 groszy (≈ €0.12) for PET bottles and cans, and 1 złoty (≈ €0.23) for glass bottles. Packaging can be returned at designated collection points. Shops over 200 m² will be obliged to participate, while smaller outlets may join voluntarily.
The DRS will be operated by beverage producers and importers through a representative entity, in cooperation with retailers. Products must carry a label indicating participation in the scheme and the deposit amount.
The initiative is based on EU Directive 2019/904 (SUP Directive), which requires Member States to reduce the environmental impact of single-use plastics. For the beverage industry and retailers in Poland, the new system will bring compliance obligations but also opportunities to align with EU sustainability goals and consumer expectations.
